Fair?

Last week, I went to lawyer office in order to pay the discharge fee for my completed payment terrace house. When I checked the bill, I found that I need to pay two fees. As I know I just have to pay the discharge of name from my bank to my name. So, I asked the staff, she told me that I need to pay for the changing name fee for my bank which was changed name after bank merging practice few years back. I am very surprise why I need to pay such fee as it is not my request. The staff told me that this is common practice, everybody paid for it. I am not satisfied about this. I went to my bank and I got the same answer: You have to pay, this is normal practice.
What? Normal practice? I am curious about it.
Finally I passed the case to MCA bureau and the same answer I got. He advised me to ask lawyer to sent the bill to my bank requesting for the said payment. If the bank replied and state that no. Then, I should pass the letter to him so that he can highlight this issue to the related government department. I called to my lawyer and ask him to do so. Now, I am waiting for the bank reply.
I am willing to pay if it related to my responsibility but in this case definitely and logically not me, right?
